This is a quote attributed to a hacking group calling themselves The Script Kiddies. They say they were behind the hijacking of a Twitter account used by Fox News in the US to send out political headlines.
The group hacked their way into the account and sent out fake headlines that President Obama had been assassinated. The Twitter account has something like 33,000 followers and the tweet was widely retweeted. Fox News says:
