It was called Nokia YouTube Upload and came with the Nokia Lumia 1020. And now it's been released for all WP8 Lumias, including 512MB ones and it doesn't even need the (currently rolling out) GDR2 operating system update.
Oh...and it's had a name change. "YouTube" has disappeared and been replaced by "Video". So it's now called Nokia Video Upload...even though its sole function is to make it easy to upload videos from your Lumia to your YouTube account.
It's a minor concession from Nokia remembering the playground fist-fight going on between Google and Microsoft over Redmond's official YouTube app for Windows Phone.
