This is a message left by a forum moderator in the official Microsoft Community Forums.
So it seems MS will soon - next week? - be releasing an update for Windows Phone 8.1 Developer Preview.
Some users - mainly owners of Huawei devices - have reported the 8.1 download failing and getting error 801188309.
It's not known if this will be a general update with various bug fixes, or if it will simply solve the 801188309 problem.
Some users have reported faster battery drain with 8.1. We don't know if Microsoft is planning to tackle that issue or if it must wait for a firmware fix from device manufacturers, like Nokia which is expected to roll out 8.1 bundled with its Lumia Cyan firmware update sometime during the summer.
